Confirmation of Whangaroa Papa Hapū as a hapū grouping
On 24 September 2024, the Minister for Treaty of Waitangi Negotiations confirmed Whangaroa Papa Hapū as a hapū grouping comprising of Kaitore, Ngā Uri o Te Pona, Ngāi Tu Pango, Ngāti Haiti, Ngāti Kahuiti, Ngāti Kawau, Ngāti Kawhiti, Ngāti Kohu, Ngāti Kura, Ngāti Miro, Ngāti Mokokohi, Ngāti Pakahi, Ngāti Ruamahue, Ngāti Uru, Te Aeto, Te Uri Kaiwhare, Te Uri o Te Aho, Ngāti Pou, Ngāti Tū, Ngāti Miru, Ngāti Torehina, Ngāti Īmiru, Ngati Rangimatakakā, Ngāti Teketanumia, Te Uri Putete, Te Tahawai, Te Whanau Pani, Whanau Pani, and Kai Tangata.
Whangaroa Papa Hapū are now developing a mandate strategy, which sets out the process by which the claimant community chooses a representative entity and gives them authority to enter into negotiations with the Crown on their behalf.
For the avoidance of doubt, Whangaroa Papa Hapū does not have a mandate to enter into negotiations with the Crown. Whangaroa Papa Hapū are working with Te Arawhiti to develop a mandate strategy.
